Do we need a global institutional framework to deal with foreign direct investment? ?

If so, what would this new institution look like? Can someone please give me some ideas, i dont know what the question is even asking!!

1. It would look like a group of criminals in the New World Order. It is already being engineered by the Bilderberg Group to bring the nations of this world to economic ruin in order to establish their New World Order. The New World Order has things all glossed over into a blend where all political parties and ideologies have dissolved their differences. Honest Capitalism is almost non existent. These super wealthy are now the Emperors of the New World Order which is a Communist Corporatism that seeks to enslave all mankind under UN rule with no national sovereignty.
